Elon Musk's xAI has deployed as many as 59 natural gas turbines to power its Colossus datacenter complex near Memphis, far exceeding initial projections and triggering a wave of legal and community backlash. The facility, built inside a former Electrolux factory in just 122 days, now draws more energy than local utilities can supply, forcing the company to rely on on-site fossil fuel generation that residents say is damaging their health and quality of life.

The scale of the operation is staggering. A typical power plant using similar equipment might run four to six turbines. xAI's setup, according to public records cited by CNBC technology and climate reporter Lora Kolodny, has been caught running 30 or more turbines simultaneously by thermal imaging. The resulting noise has been measured in the mid-70 decibel range, loud enough that one neighbor, Jason Haley, described it as "literally a form of torture" in a class-action lawsuit over public nuisance.

The Environmental Cost of Speed

The rush to build AI infrastructure is colliding with climate commitments across the tech industry. xAI's Memphis facility burns natural gas and methane, releasing PM2.5 particulate matter and nitrogen oxides that harm respiratory health and contribute to ozone formation. Construction itself has generated significant particulate pollution.

Musk's company promised Memphis leaders it would build a gray water recycling facility to ease strain on local water tables. That project has stalled. It is a familiar pattern: New York state had to write off roughly a billion dollars after Musk took over a solar factory and repurposed it for AI data infrastructure and charging equipment, failing to deliver the promised clean energy jobs.

From Climate Pledges to Gas Burners

The retreat from green energy has been swift and widespread. Microsoft signed a 20-year deal to power a Texas datacenter entirely with gas turbines, with no stated plan to transition to cleaner sources. Meta announced a nuclear power initiative, then revealed plans for a 2 to 4 gigawatt gas-powered facility in Louisiana just two days later.

Amazon, whose name adorns Seattle's Climate Pledge Arena, has effectively reversed course. The message from Washington is clear: former Microsoft executive Doug Burgum, now Secretary of the Interior, has publicly stated the US should prioritize winning the AI race against China over meeting climate goals. Eric Schmidt said much the same in 2024, arguing that building more datacenters matters more than preserving the planet for future generations.

A National Security Defense

When the NAACP sued xAI for allegedly bypassing Clean Air Act permitting, the Department of Justice and Department of Defense intervened. Their argument: enforcing environmental regulations threatens national security because xAI's Grok model, including a military variant, was used in operations against Iran. The government filed a motion to dismiss the lawsuit, framing clean air enforcement as a security risk.

This is not an isolated case. Nvidia's own shareholder communications warn about climate risks to datacenter development, yet the company advises investors to vote against reporting scope three emissions, the carbon footprint generated by customers using its chips.

Grassroots Pushback Grows

Local resistance is spreading. New York Governor Kathy Hochul imposed a one-year moratorium on datacenter construction. Ohio eliminated tax breaks for developers. New Jersey Governor Mikie Sherrill signed legislation requiring datacenters to pay for their own grid infrastructure rather than passing costs to residents.

In rural Michigan, township commissions are drafting zoning laws to block hyperscalers entirely, with proposed restrictions including 50-decibel noise limits at 60 feet and mandatory closed-loop water systems. The concern is not just pollution. These facilities employ few people once built, offering little of the economic tradeoff that traditionally justified industrial development.

What This Means for the AI Buildout

The datacenter arms race is reshaping how communities interact with big tech. Facilities that once measured in the hundreds of megawatts now routinely target 2 gigawatts or more. The industry brags about power consumption in gigawatts the way automakers once touted horsepower, treating efficiency as a cost problem rather than an environmental one.

Some alternatives are emerging. Google struck a deal in Minnesota to fund nearly 2,000 megawatts of renewable energy and iron-air battery storage for its datacenters there. But these remain exceptions. The default mode is build first, clean up later, if at all.

The next five years will determine whether this infrastructure locks in decades of fossil fuel dependence or pivots toward something sustainable. For now, the turbines keep running.
