China Pushes IPv6+ Rollout With Built-In Surveillance Features

Beijing's new plan pushes IPv6 adoption to 950 million users by 2030, alongside a homegrown IPv6+ protocol critics say enables deeper censorship.

China's Cyberspace Administration released a plan targeting 950 million IPv6 users and 42 percent IPv6 network traffic by 2030, alongside continued development of IPv6+, a set of protocol enhancements that embed metadata into data packets. Researchers warn IPv6+ could make censorship and traffic monitoring easier for network operators, and note China has already exported the technology abroad after an earlier, similarly surveillance-oriented protocol proposal failed at the international standards level.

China's internet regulator has laid out an ambitious plan to make IPv6 the country's default network protocol, but tucked inside the technical roadmap is a feature that has surveillance researchers paying close attention.

The Cyberspace Administration's new implementation plan, covering 2026 through 2030, targets 900 million connected IPv6 users by 2027, rising to 950 million by 2030, with the protocol eventually carrying 42 percent of network traffic. The regulator wants all connected devices to be IPv6-capable by 2027 and describes 2030 as the point where the country moves toward a single-stack IPv6 internet, meaning new networks default to IPv6 addresses rather than running both older and newer protocols side by side.

The more contentious element is what Beijing calls IPv6+, a set of enhancements layered on top of standard IPv6 that let senders embed descriptive metadata directly into data packets, along with suggested routing information. The Mercator Institute for China Studies has previously noted that this kind of embedded metadata has obvious appeal for governments looking to monitor citizens, since network operators can read that metadata and act on it directly.

The practical uses cut both ways. Telecom operators like the idea because it could let them charge extra for high-bandwidth traffic from streaming services, addressing a long-standing complaint that they bear the cost of last-mile infrastructure while companies like Netflix profit from it. But the same metadata could just as easily flag dissidents attempting to mask their identity online, making already-heavy Chinese censorship easier to enforce at the packet level.

This isn't Beijing's first attempt at reshaping core internet protocols. China previously pushed a proposal called New IP through the International Telecommunications Union, which also included surveillance-friendly features, but the effort failed as the Internet Engineering Task Force continued maintaining existing IP standards. China's telecom equipment makers have already exported IPv6+ hardware to other countries, suggesting Beijing intends to keep pursuing its own version of core internet infrastructure even after that earlier setback.
